Issues with system-config-httpd and apache mods

Note to self: check Bugzilla first. This issue is open and there is a 
patch for it here: 
https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=180056 . Sorry for 
the post -- just laziness on my part.
