CUPS now needs libgpg-error, but the RPM doesn't say so

If you have upgraded CUPS, and find that it won't start, you might check 
to see if you have libgpg-error installed.

It seems that CUPS just added this file as a dependency, but the RPM 
does not list it (rpm -qR cups won't show this), so if you don't have 
this already installed on your system, YUM will happily install the 
latest CUPS and break it.
