The mirror only lists
http://distro.ibiblio.org/pub/linux/distributions/fedora/linux/core/development/$ARCH/os/
which seems to be way behind. You can comment mirrorlist out
in /etc/yum.repos.d/fedora-devlopment.repo and uncomment baseurl and you
will get the new updates.
