Is there an easy way to force YUM to reinstall a set of packages?

Not true, APT-RPM has been supporting yum repository metadata (repomd) since 
March 2006! So you can use it with all the yum repositories out there just 
fine.

The latest development version also has support for the new fast sqlite 
metadata supported by Fedora 8's yum, but this is only a performance 
optimization, not a requirement, the XML format is still supported by all the 
repositories out there.
