Yes.  Pungi (which revisor users) just looks for package names in configured 
repos.  So if you configured a repo for pungi that was 3rd party and added 
package names to the manifest it would pull from those.  You can't call it 
Fedora though, and if you distribute it you must strip out all the Fedora 
trademarked content.
