updates and updates-testing repos - diffs

Their purpose is indicated by their names. Potential updates go to updates
testing first (at least in most cases) and then may later to moved to
updates. The signing keys for the two repos is different. The purpose is
to let brave people do some testing to make sure things are OK before giving
everyone a go at it.
