Rawhide updates the past few days are not showing in yum

You two are very confused.  The package itself sets development to
disabled and fedora / fedora-updates to enabled, as it should for the
final release.  However until we get there, you should still be using
the development repo.  So disable fedora, fedora-updates, leave
development enabled, and away you go.
