That is correct.  libexpat.so.0 is not available for f8, only
libexpat.so.1; but dbus-1.1.2-7.fc8 requires the later.  The above
would suggest that for some reasons you are not updating dbus
packages.  It is hard to guess why.  Some longer chain of
dependencies which gets stuck?
