So, first thing first:
 preupgrade works fine with the stock releases file we supply with it. I
know b/c I've tested them.

I'm betting you ran it once w/the stock releases file, then you modified
it but it had some mismatching metadata.

Try cleaning up /var/cache/yum/anaconda-upgrade and see if things work.
