The first idea is always check in bugzilla.  In this case

'gnome-keyboard-properties' utility is now quite broken.
Add your observations and comments to this report.

Somebody else complained recently that he had troubles
with another non-US layout.  I have no idea where this
went in bugzilla (if anywhere).  It likely should be
at least referenced in bz 428901.
