Some are, most aren't. All are "configured" to fit into Fedora.

Depends. 

Fedora packages may be configured in ways such that they may have some
features disabled for some reasons. In those cases, it may make sense to
contact the Fedora packagers to "request features".

Requests for addition of "really new features" should go upstream.
