That might be something to consider but that consideration should happen 
upstream. If you have suggested that in a RFE, pointing that out might 
be useful. Fedora is unlikely to patch NM to do anything like this for 
reasons outlined in

Note also that NM primary upstream developer is the same as the NM 
package maintainer in Fedora and it is very much unlikely that they 
would diverge.
