SELinux is preventing access to files with the label, file_t.

If you're in runlevel 3 without X running you should have problem at all 
deleting everything in /tmp and then just logging back in.  I've regularly done 
that for a long time (although given our current issue.. maybe rebooting 
wouldn't hurt).  I think the problem came from a change in the policy that did 
not end up fixing the labels in tmp and somehow they ended up with none?
