Could not detect stabilization, waiting 10 seconds

Just booted newest rawhide 1686 kernel, and just before the normal
boot messages start (I have rhgb removed from boot options), this
message I've never before seen appears at the top of the screen:

Could not detect stabilization, waiting 10 seconds

What the heck does that mean? (Everything seems to have booted OK
after it said that).

kernel-2.6.27.4-79.fc10.i686 was the one just installed.
