Maybe some extra 'sleep' in initrd or /etc/rc.d/rc.sysinit would be
more productive?  A nasty hack, of course, but beets editing fstab
twice on every boot.

If you need that in initrd you should be able to edit mkinitrd
script to insert that for you (until the next mkinitrd update).
