ATI-Card shows Window-Buttons false, if Desktop-effects enabled

Usually (at least if you use emerald) there are other buttons than the
standard 3, such as "roll up" the window. When you mouseover the space
in between, do you see the buttons then? You can change this behaviour
in emerald.
