However, if the proposal goes through as currently stated, the messages
will be lost.  Right now, even if somebody doesn't normally read the
mail, it is easy enough for them to go looking (e.g. instructions from
Google) and find them.

The messages going to root are errors.  Errors should never be silently
thrown away.
