Indeed they are not but they are not very useful as well.  These are
traces of cpio failures.  It tried to unpack file system data during
an update of gallery2 package.  cpio created those links first and
later attempted a rename to 'smarty' but that name was taken by a
directory, hence something of not the same type as a link, already
in place.  If you would remove the directory in question before an
attempted update then everything would be good.

Nothing.  They are not owned by any package and they will be sitting
there forever until you will clean them out.
