321 open F11Target Bugs

Make F11Target block F12Target? That's what I did with F11VirtTarget

My thinking was that it's a list of bugs we really would have liked to
have fixed by F11 GA, would now really like to fix in an F11 update and
(failing that) would really, really like to fix by F12 GA.
