Yes, you should file a kernel bug. Either a piece of your hardware is 
using MSI and
1) has a bug with MSI.
or
2) cannot use MSI (hardware fault) and should be blacklisted.

Adding "pci=nomsi" is a good workaround but not a permanent solution.
