I discussed it with Jesse at the -qa meeting this morning.

Apparently the developers' take on it is that it a) adds complexity for
little benefit (we don't really break rpm in a non-backwards-compatible
way very often at all) and, for most releases, it would be pretty much a
no-op, because Python usually gets bumped between releases, and when
Python is updated, updating rpm brings in most of the rest of the distro
as dependencies via the Python connection.

Personally I'd like the feature (I'm used to it from MDV, which does
this) but I also see the arguments against.
