It's not the proposal's problem, that's just a general problem for
Fedora; no-one agrees what our target user should be. So for now, that's
always going to be a problem. We will have a guide for what issues
should be what levels once this goes live. For now you should ignore
priority / severity settings entirely, no-one is paying any attention to
them, there's no suggestion the current settings for any bug are
remotely correct (and medium/low is just the default, IIRC).
