[Fedora-trans-ar] Web-based Arabic Translation

I think we need to have a prototype of what we doing & a list of specs or at
least list of spec before bringing this matter on fedora-trans list..
 Why don't we open a new thread on arabic-fedora and start to list the spec
of this tool.
