Translation Quick Start Guide の翻訳が終わり、commitしました。

関根さんに作ってもらったtagチェックツールをTQSGに載せて世界に広げたら
いいのに、と思います。
そうするとタグのチェックを翻訳者が容易にできるようになり、 Paul W. Frields さん
も助かるのではないでしょうか。
