I suppose it is a cultural issue. I wished "Good luck" because it is
common in my culture. Even the teachers put "Good luck" at the end of 
the exam questions and they did not do it in an ironic way (well, in
some exams...).

There is some time between the inclusion of the fonts in the kernel and
actually the specific kernel being used by distros like Fedora. Trying
to maintain a custom kernel may put to much work on the volunteers doing
the Fedora localisation. The natural way is to schedule for inclusion in
the kernel and way for things to propagate. If you have the resources,
go for a custom kernel.

In addition, a position I see in open-source software is to maintain
private patches and not getting exposed to the international community
by submitting to the maintainer of the package and understanding any
propagation delays downstream.
