Kyfieithu is one of the tools the Welsh team uses, it allows web based
contributions by non computer experts. One of the big things it does is
allow users to search existing translations from all translated apps for
words and phrases to keep consistency and style.

What else.. gtranslator, poedit.

poedit is a really useful one because its cross platform so can be used
under other OS too. Helps a lot when the translators are not neccesarily
yet Linux people
