Localized short cuts in Anaconda?

File against system-config-keyboard.  Anaconda uses the same backend
code here so will get it when it's added

You probably want to have all shortcuts be in English.  With all of the
layouts which don't contain normal ASCII characters, the default layout
is set to be us and you then use the input modifier to switch to your
layout (see how, eg, Russian is done).  This is basically required as
otherwise, you can't type in usernames/passwords without special cased
knowledge.
