Which branch to translate?

I'm looking at starting some work in Afrikaans (af) and Northern Sotho
(nso) for Fedora.  I was wondering which branch(es) if any I should be
targeting. Or if I should just be working on HEAD.

If I target the fc3-branch will that mean that translations will make it
into those apps when we see bugfix releases? Or is there some global
LINGUAS list that will only compile in a certain official list of
languages?
