It's a mostly British usage that means the cluster has reached a state
of quorum.  Quorum, in case you didn't know, means enough machines are
participating in the cluster that it can safely become active.  (In
other words, quorate is sort of an adjectival form for quorum.)  We
usually apply the word "quorum" to meeting, to indicate that enough
deciding or voting members are present for a body of people to hold the
meeting, or take action.

If there's no direct translation, you could also translate this from
equivalent English:

  "...but cluster has not reached quorum."
  "...until cluster reaches quorum..."
