t.fp.o interface

Following on the topic:

t.fp.o shows a 5% average completion for Bulgarian (bg) language
where http://i18n.redhat.com/cgi-bin/i18n-status shows around 50% (or more)

Which one are the correct stats and why the difference?
Do translators need to translate again the files from t.fp.o or they 
could be merged with the one from i18n.redhat.com?
