RFC: Thoughts and evaluations on FLSCo

Hi all.

With the elections for FLSCo coming soon, I think it's a good time to
take a step back and see how our experiment for a SCo has done so far.

We started with a simple goal: be able to speak on behalf of the
Translation Project, having the stamp of approval of the community
itself. That was mainly my POV. Being part of this group, I feel much
more comfortable participating in the Release meetings and answering
questions like "How does FLP feel about slipping one week?" etc.

My feeling is that FLSCo shouldn't replace the community-way of taking
decisions. We have FLP meetings and not FLSCo meetings, and important
issues discussed there are usually redirected to the list for reaching
a consensus before going forward.

I'd like to know how you feel about our work so far. What did we do
right and where can we improve? Has a change happened, and if yes, why
where is it important in terms of the L10n architecture in Fedora?
