Submit Translations to fedora-web.test

Sorry, I didn't mention how those websites should be handled. The
other sites should still be pointing at the fedora-web repo, as they
aren't frozen like the website is.

There's a "Fedora Test Websites" entry, which is what will be important
for the F10 website (just fedoraproject.org)
