Getting errormessage on cvs: Permission denied (publickey).

You must be referring TQSG section 4 Translating Documentation.
Terribly sorry that this section of TQSG has not been updated yet 
according to recent docs move to git. cvs is no longer used.
For git operation, you can find some tip here [1].

Btw, many of documentation are now accesible via Transifex without 
knowing git. The modules start with "DOCS::" are Documentation related.
PO file can be reached from this interface [2].
PO file can be submitted at this interface [3].

Any document not appeared the above needs to be registered with 
Transifex first.
