Move the coordinator list to Wiki

It would be nice and useful to have contact information in Transifex too:
1. Coordinator for the language (mailto: link in the name)
2. For people who has a lock on a file, a mailto: link in the fas name
that appears in Transifex. It would ease communications in the team.
