Yes, that's correct. The Legal Notice always appears in English.

Thanks for asking about these missing sections -- we know from F11 that 
the current process of merging and splitting the PO files is somewhat 
error-prone. Those of us working on publishing the docs therefore really 
appreciate translators pointing out any weirdness that they encounter :)
