I am running rawhide with xorg-x11-drv-radeonhd-1.1.0-0.7.20080404git.fc9.i686
now, and I can change my panel backlight brightness with the brightness keys.

However, I'll have to investigate first whether there is some Gnome brightness
applet magic happening here or whether the driver has been changed.
