It is already possible to have an openmotif-devel package in rpmfusion, though
it would conflicts with the lesstif-devel package in fedora. In mock, it is
possible to rebuild the dependent packages in rpmfusion against openmotif, call
them differently and let the user chose one. lesstif and openmotif themselves
should not conflict.
