This is not just limited to /tmp.  Any Logical Volume will not yet have been
activated at the time that sysinit attempts to set up encrypted volumes.  LVM
only activates volumes after crypttab is read and unencrypted.  This is the
desired behavior if you want to encrypt an entire partition but not the desired
behavior if you want to encrypt an LVM volume.
Methinks the only way to fix this is to attempt to unencrypt volumes twice, once
before and once after LVM is set up.

Also, the problem exists in RHEL 5.1
