apcupsd original spec file has --sbindir=/sbin as a configure switch:
%configure \
        --prefix=%{_prefix} \
        --sbindir=/sbin \
        --sysconfdir=%{_sysconfdir}/apcupsd \
...

I suggest doing the same here.
