I got the same issue and here is how I solved it:

It was caused by setserial having saved (and restoring at boot time) the
configuration of /dev/ttyS0 when the laptop computer was in its docking
station, namely a 16650A, while the reader has a 16450 (or an emulation
thereof). Telling setserial not to touch the configuration solved the problem,
after a reboot.
