One of the cases where this bug happens is a system that runs an LDAP server. 
Unfortunately, the LDAP server (S27ldap) starts after DBUS (S22messagebus). 
Would it be possible to change LDAP to start just before DBUS (make it S21ldap
instead of S27ldap).  This doesn't solve all of the places where this hang
happens, but it does help for one important case.
