If you use "files sss" in /etc/nsswitch.conf and "pam_sss.so" in /etc/pam.d/system-auth (and no ldap / pam_ldap.so at all) then all userinfo/authentication attempts go through SSSD which should be able to handle offline situations. Thus no more worries about having libnetsnmp.so available during shutdown. The driver is in the testing phases now and I'd welcome any feedback you might have.
