Comments #12 through #16 suggest changing the startup order, changing from
S27ldap to S21ldap to put it before S22messagebus.  I haven't seen any
arguments against this.  It seems like this suggestion and Comment #36 would
both be better than what we're having now.

This bug has been open for 3 and a half years without any visible progress. 
It's frustrating that nothing has happened yet.  By the way, bug #186527, which
seems to be about the same issue, is still open, too.
