Xen 4.0 official release (due to end of 01/2010) would have JF's 2.6.3(X).(Y) pvops enabled kernel
as default kernel for Xen Dom0 support. So changes are done at least for Citrix.  
I believe APIC rework will significantly change Xen Hypervisor itself .
RH's position is waiting for Xen Dom0 support to merge mainline linux.
Expectation like 2.6.33 seems to be very optimistic ( per link provided by you )
Fedora's guys made more then whoever else for Xen Support on F12
1. Xen 3.4.2 Hypervisor may be installed via xen-3.4.2-2.fc13.src.rpm.
2. Libvirt 0.7.1-15 works fine with mentioned version of Xen ( virt-install,virt-manager)
  This feature makes F12 much more attractive target for kernel port vs Ubuntu or Debian.
  The most serious competition is xVM 3.4.2 based on OpenSolaris 2010-02 ( Libvirt 0.7.0) 
3. JF's pvops kernel 2.6.31.6  may be checked out and built on any Linux and on F12 in particular.

KVM is generally better for laptops because of better power
management.  However ...

Is KVM enabled?

  $ /sbin/lsmod | grep kvm
  kvm_intel              48184  6 
  kvm                   163952  1 kvm_intel

You should see a kvm_* module.  Does your laptop support hardware
virtualization?  Recent hardware has much better support than the
first generation of hardware.  Is it enabled in the laptop BIOS?

Basically Fedora 12 doesn't support Xen as a host.  Too bad, but this
is because upstream Xen people didn't get their changes into the Linux
kernel yet.

Your options are to go back to something out of date and unsupported
(Fedora 8 IIRC was the last version of Fedora that could be used as a
Xen host).  Or use KVM -- see above.  Or use RHEL 5 or a derivative
where an older version of Xen is fully supported.
