Ok.

Step 1: Sign up for a Fedora Account.

Step 2:  Add yourself to the "cvsfedora" group after you have setup the
account and signed the CLA.

Step 3: After someone has approved you, you do a cvs check out of the
websites including the mirror list and send a mail off list to Jesse
Keating for more details.
