small CSS request

I think that the message box should be enough, by adding borders and/or
shades around might crowd up the page, and I don't think they fit with the
design.

My thoughts are:

* The notice at the top of the page should be changed to one of the messages
from Dimitri's page:
"||<tableclass="message warning2"> Message ||"
  since it has a soft redish/pink which is easy and more noticeable to the
eye.
* The following line:"You and the Project hereby accept and agree to the
following terms and conditions:"
   should be bold which itself standing out would get the user to read on.
