Ah, interesting.  I tried to replicate this but differences in our setup
must have made it so I couldn't get that bar across the words.

What is obvious to me is that the blocking bar is supposed to be the
last element on that page, but resizing defeats that.

This is probably something that can be fixed in the CSS directly.  It
looks like the bar is part of the the #footer.

Can someone who knows the CSS take a look at this?  I would have to
reverse engineer it first before fixing.
