Language selection logic is incorrect

Fedora Web Team,

 

When I visit fedoraproject.org with a browser set to advertise acceptance of
two languages, my preferred language (English) is not presented.  Rather, my
less preferred language (Chinese) is presented by default.

 

I captured what was sent to the server and the HTTP request contains:

   Accept-Language: en-US,zh-CN;q=0.5

 

So, English should be displayed first, since it has a higher "q" value and
is listed first.  At least I would think ;-)
