[Fedora-xen] configuration for windows image with VT machine

Aha, you miss the 'ioemu' in disk option.
Please try with this:
disk = [ 'phy:/dev/sda,ioemu:hda,w' ]

if still can not, please paste /var/log/xend.log and /var/log/xend-debug.log.
