Upstream Xen has support for ia64 integrated in the main releases. ia64 is 
not a supported architecture in Fedora on bare metal or Xen, so we don't 
build packages / kernels for it. 

 Fedora:  i686, x86_64, ppc
   RHEL:  i686, x86_64, ppc, ia64, s390

This pretty much reflects that very few people in Fedora world have access
to ia64 or s390 hardware so the extra work involved in maintaining it for
Fedora is just not viable.
